I heard that a resident of Maine can have their car inspected in New Hampshire, and that inspection is valid in Maine, because NH has more stringent inspection laws than Maine does.

ANSWER: Ok, I found my own answer by calling a local driver education school. Apparently it was a proposed law that didn't get voted in. So the age is still 16 years old (after driver's education and passing the test for a permit ...obvioulsy). I hope this helps someone else looking for this info...
