If your license is suspended in CA can you get a WA license if you register to vote in this state?

My husbands license was suspended in CA because the judge was mad at the person that went up before him so can he register to vote to be a citizen of WA to try and get his license back or can he schedule another apperance in front of a judge from this state to try and get it changed???
