How does a Lien Holder recover an impounded vehicle

My bank has a lien on a vehicle that was impounded as an abandoned vehicle. Can I authorize the towing company to act as a repossession agent for the bank and then have the vehicle released to the bank or do I have to get some sort of release from the DMV?

If I put a '67 or older engine in a newer vehicle, lets say a '85 or '89 car/truck do I need emissions on that car
